ABOUT THE AUTHOR
Dr. Kuldip Sharma, joined the Indian Police Service, India’s National Police in 1976 and has a varied and in-depth experience in policing and public administration. He is considered an authority on conflict resolution, organized crime and investigation. He set up the Anti-Terrorist Squad which played a major role in improving the country’s internal security dimensions. As Commissioner of Police of three metropolitan areas, he gained considerable experience in ensuring the safety of vast multitudes. It is in these assignments that he introduced Community Policing initiatives which found wide acceptance. Later as head of the Criminal Investigation Department, apart from supervising all major cases, he was also the Nodal Officer for all matters pertaining to identifying and neutralizing organized criminal gangs having national and cross border ramifications. In this assignment he also drew up a perspective plan to deal with terrorism for the State of Gujarat. He has been Director General of the Bureau of Police Research and Development, New Delhi during which time he prepared and submitted project reports to the Home Ministry on various facets of police functioning including that dealing with investigation and prosecution of crime. He has extensive experience both in implementing and framing of policies at the Government level and clear understanding of legislative/regulatory and policy setting framework.
He has been on the UN Panel of Experts for Sudan and worked with UNDP to set up the complaint process for the Ministry of Interior Affairs, Afghanistan and drafted conduct rules and disciplinary proceeding regulations for the Afghan National Police. He also assisted with setting up the Investigation Bureau for the Solomon Islands Independent Commission Against Corruption (SIICAC).
Dr. Sharma holds a PhD in Public Administration and is an author of a book entitled “Heaven’s Light Our Guide- Genesis of Indian Police” published by Macmillan India Ltd.
